Qadam Khayr Garusi complains to Majlis against Haj Mirza Abu al-Bashar, who has seized her properties after the death of her husband, Sayyid ʻAbbas. A Jewish woman named Sitarah who kept wine in her house calls for help from her coreligionists when the agent of the office of Finance in Garus confiscates her wine. This causes a conflict between Nur Allah Ibrahim Zadah, the head of the Aliyans school in Garus, and Bahram, the agent of the office of Finance.
